What's up with the water bill?

Have you ever read your water bill? I mean
really, really read it?
The billing date (minimum water charge) is
always the same ... Christmas, Thanksgiving,
weekends, etc.
The statement date moves a day or two or three.
Then there is the meter reading date. While the
date may seem "normal" the days of service vary.
For instance, sometimes there is 28 or 29
service days, sometimes as many as 33 days.
That's like adding an extra week to the service
days.
What are the odds you'll go over your
minimum/basic charge during those extra days?
